MVDC Car Parking Plan 2025 - 2028

Cabinet to review plans at its next meeting on 25 November 2025

The Car Parking Plan for 2025-2028 lays out how over 2000 parking spaces across 22 pay and display car parks can play an important role in supporting both the local economy and people’s access to work, services, socialising and shopping opportunities while contributing to MVDC’s strategic priorities of creating a district that is Fairer, Greener, and full of Opportunity.

 The Plan reflects evolving customer expectations and changing travel patterns, including the rise in hybrid working, the shift from retail to leisure and hospitality in town centres and the growth in local delivery services and potential car clubs. It also reflects MVDC’s commitment to offering cash as a means of payment alongside contactless and to protecting the valuable blue badge offer from abuse and fraud.

Key highlights include:

  • Fairer - work on signage, layout, exploring new payment options and fair and transparent enforcement.

  • Greener - exploring strategies addressing last mile urban logistics, sustainable travel, active travel, additional recycling opportunities and looking for ways to enhance the biodiversity of the planted areas in our car parks.

  • Opportunity - fulfilling the needs of different customers, promotion and creating positive customer experiences of our town and village centres.

Councillor Paula Keay, Cabinet Member for Sustainable Economy, said: “Our car parks provide more than two thousand car parking spaces across Mole Valley. By managing a supply of off-street parking, our car parks and our car parking service already play a role in reducing congestion on our roads, which in turn contributes towards better air quality in our town and village centres. This plan sets out how we intend to continue to transform our car parks and our car parking services to ensure that they are modern and valued by our customers, while laying a foundation from which the new East Surrey Council can build upon, if it so chooses.
