Background
Mole Valley District Council (MVDC) and Surrey County Council (SCC) have for some time been working with consultants, Atkins, to produce a Local Cycle and Walking Infrastructure Plan, (LCWIP). This outlines a long-term plan (10+ years) to reinforce and extend cycling and walking routes across the entire County.
Stage 1 of the work has already been carried out to consider adding new or extending existing routes where these may offer people the greater opportunity to choose walking and cycling over other modes of transport.
Stage 2 Design and Feasibility has been commenced earlier in 2025, taking a “priority” list of routes to be assessed in more detail. One of the shortlisted routes has earmarked Barnett Wood Lane and Craddock’s Avenue as a means to introduce a cycle lane(s) and a walking route to link between North Leatherhead and Epsom and beyond.
There is a high level cost estimate included indicating a considerable forecast cost.

Why is the ARA conducting this survey now?
The feasibility assessment by SCC and MVDC has been ongoing for some years with a lack public consultation.
Whilst SCC is intending to undertake a public consultation, there is no date for this yet.
The scheme that is being explored is likely to have a material impact on the setting and character of Barnett Wood Lane and Craddock’s Avenue. This may include the removal of grass verges, the loss of some parking bays and other restrictions on parking.
As a result of this plan there would, however, be more defined cycle lanes and walking pathways were this work to go forward and secure the appropriate funding.
We wish to hear Ashtead residents' views so that we may represent these in our discussions with MVDC and SCC.
This survey may be completed by residents of Ashtead who are already ARA members or who are yet to join.
